Changes to the substance of laws and policies at a national level has not automatically encouraged real change at a regional level, particularly in relation to genuine autonomy at village level.
Through the organization of Indigenous Peoples in the area, AMAN encourages change through political pressure, by means of:
- Dialogue (eg a hearings with the Parliament and Local Government)
- Direct social action (eg through rallies, statement, boycott)
Some areas are accommodating towards Indigenous Peoples but the local council or Government Area has no ability to manage the legislative process in a democratic or participatory way, including Tana Toraja in South Sulawesi and West Kalimantan Sanggau.
In these areas, AMAN acts as a facilitator to train those concerned with regional autonomy and genuine autonomy for the members of the village district legislature along with other local policy makers, especially Indigenous leaders.
